66 years of wait to celebrate I-Day

New Circle Hq gets functional at Langrh

ITANAGAR, Aug 16: It was double bananza for the people of Langrh and its adjoining villages in remote Kurung Kumey district. This August 15, a nondescript village – Langrh – for the first time in its history hoisted the National Tricolour and sang the National Anthem. The village had to wait 66 years to join the country in celebrating its Independence Day!

Adding joy to the I-Day celebration, the foundation stone was laid for the newly created Nyobia Circle Headquarter at Langrh that also marked the opening day of the Circle Office.

Local MLA Bamang Felix, Political Secretary to CM Bamang Tago, Sangram Sub-Divisional Officer Mirpe Tato and others trekked four hours from Sangram to reach Langrh a day earlier. They were welcomed by booming crackers deep into the night – an outburst of happiness of the villagers, who had been demanding an independent Administrative Circle to steer themselves and their region to development since three decades, and of course to celebrate India’s day of Independence for the first time.

Felix, who hoisted the National Flag for the first time at Langrh, highlighted the importance of the day. He dwelt in detail India’s struggle for freedom and the sacrifices and contributions made by the great freedom fighters. For hundreds of villagers, who had zeroed in on Langrh, the oft-repeated history was a revelation never ever heard or read.

He also dwelt on importance of preserving the abundant natural resources and wildlife in the region and advised people to discard the traditional habit of rampant hunting and fishing.

The local legislator, who earlier laid the foundation stone of the Circle Headquarters, congratulated the people on accomplishment of their long-felt demand. He expressed optimism that with an independent administrative circle, the area, which comprises of six anchal segments, and hitherto undeveloped will see the light of development on all fronts.

Chief Minister Nabam Tuki visiting Sangram in April last year had assured the people to create a new administrative circle for better governance and all-round development of the area. The newly created circle headquarter will cater to the villages on the right bank of Kurung River under Sangram sub-division of the district. Life in the region is tough due to its remoteness and lack of connectivity.

The day also marked the opening day of the newly established Circle Office, running from an OBT building on temporary basis. Sangram SDO, Mirpe Tato took charge as the sit-in Circle Officer of Nyobia and approved Ration Cards for 12 BPL families on day-one in office. He will be in-charge of the Circle till a new Circle Officer is posted, which is expected to be soon.

To mark the celebrations, a volley-ball competition was held, which was won by the Langrh team, who defeated Hiba-II in the finals.

Inaugurating the final match, Bamang Tago, Political Secretary to CM, exhorted the village youths to be disciplined and focus their time and energy in sporting activities. He informed about the CM’s stress on promoting sports and youth-centric activities in the state.

Tago was in for a shock when he informed the people about the Job Mela to be held at I G Park, Itanagar on 30th and 31st August, a novel initiative of Chief Minister Nabam Tuki. People, especially youths, present there gheraod him asking for ‘forms’ on the spot for jobs! Helping hand of India

Through its Indian Technical and Economic Cooperation (ITEC) programme, launched in 1964 as a bilateral programme of assistance, India has been “sharing its knowledge and skills acquired in its own development process with other developing countries going through the same process of development”, Kumar Tuhin, joint secretary, development partnership administration-II, in the external affairs ministry, told agencies.

India is helping 161 countries, with many in Africa, Latin America and Southeast Asia, in a big way in capacity building under ITEC. Under capacity building, the ITEC partner countries send officials to India for training in fields like IT, entrepreneurship and English language, or India sends its experts to advise on how to set up similar institutions. India also provides to developing countries Lines of Credit, or loans given at concessional terms to finance development projects.

India helped set up the institute in the Mekong Delta, when Vietnam was suffering from severe rice shortage, sending agricultural experts and training its faculty in India. Today, Vietnam is a major rice exporter.

Another aspect of ITEC is the fully supported and funded project grant. This aspect of ITEC has grown substantially in neighbouring South Asian Association for Regional Cooperation (SAARC) as well as those in Southeast Asia and the extended neighbourhood of Africa.

India also has a large number of such projects in Latin America and West Asia.

Among examples of the project grant are: In Afghanistan, the parliament building being constructed in capital Kabul as well as the Salma dam and power transmission lines; in Sri Lanka, houses being built for the internally displaced and dredging work of Kankesanthurai harbour; and in Nepal, an emergency and trauma centre coming up in Kathmandu.

Claims of politician exposed

Dear Editor,

Contrary to the claims by politicians that our education standards are on the rise, herein 1 would like to present the ground reality vis-a-vis education pertaining to my hometown, i.e Taliha (Upper Subansiri).

The secondary level education institute is running short of teachers for such a long time that the student community; instead of complaining about it has resigned to the fact that there’s no point crying hoarse about it. Rather, they come all the way down to Daporijo to take tuitions and thereby incurring huge losses.

The condition of the Higher Secondary School, Kodak 7 kms away from Taliha is even worse. Even though the requisite infrastructure though dilapidated viz, teacher quarters, a big campus etc are in place. The school has been facing perennial problem for a long time. Especially lack of science teacher is a big issue. The joke is that since cows, goats and what not, occupies the teacher quarter there is hardly any room vacant and this explains the reason for absence of teacher!

Through your esteemed news paper, I would like to draw the attention of people with the power & authority, to the pitiable condition of student community and would like to request them to post teachers in the respective school. Last but not the least, onions now costs around 80 per kg and that is considered scarce, wherein I believe, particularly in this land of Kushi-Kushi, teachers are a rare stuff and good teachers; extremely scarce!!

Yours

Norbu Kodak (Tarzan)

Niglok Industrial centre needs govt attention

Dear Editor,

Through the column of your esteemed daily we on behalf of the Industrial Growth Centre Complex Youth Association (IGCCYA) Niglok, East Siang district would like to remind the State Govt, regarding dilapidated condition of l.G.C. Niglok. The long felt dream Industrial Project is defunct since its establishment. The State Govt is not taking any steps in this regard so far. The local dwellers have voluntarily donated required land for promoting Industrial activity but in vain. It did not yield any productive result till today. Few contractors came and erected a huge building (structure) around the complex only for the name sake. The said project was started in the year 1999, but till today the structures are standing like historical monuments as compared to "Structure of Harappan Civilization". The Govt is still remaining silent spectator in this issue.

Last but not the least, we the members of Industrial Growth Centre Complex Youth Association (IGCCYA) appeals state Govt along with ministry of Industry to look into the matter.

Yours

Tom Taki,

Secy. Info. & Publicity, (IGCCYA).

Joiru Eshi,

Gen. Secy- (IGCCYA).

Mr. Orik Panggeng, (IGCCYA).

SPA is private or govt fund?

Dear Editor,

Through the column of your esteemed daily I on the behalf of people of Jomlo-Mobuk circle under 32nd Rumgong constituency, West Siang district would like to appraise the govt. of Arunachal Pradesh in particular and people of state in general about the construction of Community Hall at our area under SPA.

The said Community Hall was proposed and demanded by the people of Jomlo-Mobuk circle at Patum in particular and 32nd Rumgong constituency in general by seeing its necessity at patum (pessing). As people of area meet regularly on various occasion community hall is urgently needed at Patum(pessing). So, it was demanded and sanctioned under SPA at a cost of rupees 50 lac's for which people are grateful to the govt.

But the said project has not been constructed at Patum(Pessing). Instead it has been built at plot belonging to local MLA at a jungle (forest) for his personal use.

The said hall was proposed and demanded by the people at Patum for public purpose only. Now the question is whether the SPA fund can be used for personal purpose or not. We want to know whether govt sanctions fund for personal use. It is hard to understand how the site was changed without informing local people. Officers involved in such illegal act should be booked and exemplary punishment should be given. If not, they should be ordered to construct the same community hall at Patum immediately.

The present site is at a distance of 2 and half km from Patum(pessing). The above mentioned plot is not a public place and it will never be a public place. This is tip of an iceberg of the corruption system practiced by local MLA in connivance with the department officers, public. Funds are used for constructions of personal roads connected to a garden at jomo village whereas the main roads to various village have been deteriorating day by day.

Yours,

Tayek Mize

Waiting for regularization of job

Dear Editor,

Through your esteemed column we the contractual Medical Laboratory Technician working under NRHM would like to bring to the notice of the Govt, and the concerned department that inspite of all our possible efforts and hard work to serve the state since last many years, no one is noticing our grievances. Like every other NRHM staff, we are also extremely underpaid.

It has been 14 long year, passing through RCH-I, RCH-II and NRHM. Since 1999 we have been humbly awaiting for attention from our state Govt, to help us to get regularize. The authority has been giving us lame excuse like present austerity measure by state govt and usual lack of fund. Why these factors always hinder regularization of only laboratory technician. Other NRHM staffs are getting reasonably absorbed from time to time.

As per the govt of India notification vide No. 10 (37) 2011-NRHM-l Dated 21stDecember 2011 it is clearly stated that there should be creation of regular post and regularization of contractual staff within 5 years. It is our humble appeal to the govt, to give ears to our grievances and regularize all the contractual in general especially laboratory technician. Atleast we deserve to be properly paid to sustain our life in this today’s expensive world.

It seems as if the state govt is trying to force us to take severe actions like procession, no work, dharnas etc. We are not in favour of rally, dharna’s etc. If we remain absent from our respective duties it will severely hamper the poor patient. So we have to think about all those lives that depend on us. Our state govt, has always given greater emphasis on education and health sector but let it be reminded that the laboratory technician under NRHM are never given any consideration to get absorbed by our state govt. We can’t say we are living, we are just surviving. If the worker themselves are not healthy, how can the society be healthy. Almost one and a half decades has passed but still there is no hint of hope for the laboratory technicians. Why we are being neglected and why our people friendly govt is not considering our plea.

Yours,

Chiging Tara

President

Under NRHM RCH-I &II
